Different kinds of torture perpetrated by the Border Security Force (BSF) personnel upon innocent villagers in the Indo- Bangladesh bordering areas in District Murshidabad is in acceleration. The role of police administration is also under scanner by their conniving approach towards the BSF personnel.

In spite of our several complaints before different government authorities nothing positive change has been taken place. So, ‘rule of law’ becomes an ironical farce now a day in those areas.

Here I am referring a case of gross violation of fundamental right to life as enshrined in Article 21 of Indian Constitution, of villagers residing in Lalkup, Nalbona, Tiktikipara, Bichpara, Notun Bamnabad and Pollagari villages in District - Murshidabad. The devastating erosion of river Padma during the year 1993-94 destroyed all their livelihood options. At the same time BSF camp also came about 8 kilometers inside from the actual border line. In the year 1999 some of the lands remerged.

At present every people have to enroll his/her name at BSF camp while they have to access their own lands for agrarian purposes. But the BSF personnel are creating various obstacles. The villagers are also being tortured inhumanely by the hands of BSF personnel at a regular basis. The aggrieved villagers lodged their complaints before the President of India and several human rights institutions. It made the BSF personnel angrier and anxious also.

On 29/01/2010 at about 6 am while the aforesaid villagers were enrolling their name at out post number 1, 3 & 4 one on duty Subedar and three constables of Bamnabad BSF camp, Battalion 191 started taking signatures of the villagers on a paper in which Serial No./Name/Father’s Name/ EPIC Card No/Amount of Land/ Signature were previously written in a tabular form. Mr. Imrajul Seikh son of Boyenuddin Seikh of village Bamnabad informed our member over phone about the fact. Our fact finding team rushed at out post no 3 of Bamnabad BSF camp and came to know that BSF personnel already collected signatures of some villagers forcefully. It was also reported that two of the victim villagers namely Mr. Kazim Bhangi son of Mr. Nazim Bhangi aged about 40 years, and Mr. Tuffajul Seikh son of Mr. Saidul Seikh aged about 20 years, both are residing at village Notun Bamnabad, raised protest against the BSF personnel and as a result they were brutally assaulted by those BSF personnel. It created a huge chaos at the area. Finally, our fact finding team with the help of some villagers took the situation under control by restricting those BSF personnel from their illegal activities.

The aggrieved villagers including those two seriously injured person lodged their written complaints before several administrative and police authorities. But any step against the perpetrators is yet to be taken.
